Primary Directories
About.com – See linked page, and follow instructions to email a guide directly to ask for the inclusion of your site.
DMOZ (Open Directory) – Read their instructions and guidelines carefully. They are picky, but it’s worth the effort if you get in.
Zeal – Slight pain in the bum, but once you go through all their hoops you can submit your site.

Buzzle – Only for non-commercial or educational sites. See their guidelines.
Chiff – Site must be informative.
